Spider-Ma'am

Custom WorkstationSo I apologise in advance that I'm posting this from work and I don't have direct references for what I'm talking about, but I wanted to get this posted as early as possible.
I'm currently planning out a custom for Spider-Ma'am that I've wanted to do for a long time, but was reinforced with her recent appearance in the Spider-Geddon event. The head I've long since solved, and I think the upcoming Peggy Carter figure solves my skirt issue, but the last big hurdle is her blasted Shoulders.
For those who haven't seen it, May's costume has giant poofy shoulders on it, the kind you see on some fancy dresses. I'm trying to think of how to do that, while maintaining the articulation.
My rough plan right now, depending on how Peggy is put together, is to work from the same lean buck as Dagger. I'm trying to work out how to make those giant shoulders work, either by splicing in shoulders from a larger female figure, a male figure, or if necessary, splice in joints from a kit of some sort.
Does anyone have any ideas for how I could do this? I'd *like* to keep to Hasbro parts if possible, to keep the consistency of style.

Please wait...

Cover the shoulders in a little plastic wrap.
Sculpt the puffy covers with ProCreate (stays flexible when cured), but leave an opening along the bottom so you can pop it off.
Pop the shoulders off and do any clean up work you need to, like maybe hollowing them out more so the arms can still raise outward.
